He was elected to the Louisiana House of Representatives in 1976 from District 104 serving from 1976 to 1988. He then served two years as an assistant chief of staff for the Louisiana Governor's Office coordinating the activities of the Departments of Social Services, Health and Hospitals, Wildlife and Fisheries, Natural Resources and the Department of Environmental Quality. Mr. Fernandez has been a guest lecturer and presenter on legal subjects and has served as Louisiana editor on environmental texts. He coauthored an article on the rights of the terminally ill that has been published in medical journals. He was elected Judge in May 2001 to fill the unexpired term of Judge David S. Gorbaty. Judge Fernandez was born October 15, 1942. He attended St. Bernard Parish Public Schools graduating from St. Bernard High School in 1960 and then attended the University of Southwestern Louisiana from 1960 to 1964 pursuing a major in economics. He attended Loyola University Law School in New Orleans from 1964 to 1967 and there earned his law degree. As a practicing attorney for 34 years he has been admitted to practice before the US Supreme Court, the US Court of Claims and all Federal and State courts in Louisiana.
